1) REGARDING ADMINISTRATION

Assam came under British rule in 1826, following the Yandaboo Treaty. The British divided Assam into two units for administrative convenience-Senior Zone and Junior Zone. Subsequently, Majuli was brought under the Junior Commissioner’s rule in 1826 and Captain Kooper was the first Joint Commissioner. In 1869, the Jorhat Sub-Division came into being with its headquarters at Rangpur in Sivsagar district. In 1912, the district headquarters of Sivsagar District was shifted to Jorhat and in1984, Sivsagar district was bifurcated into districts- Jorhat and Sivsagar Districts. With the establishment of the Jorhat Sub-Division, all administrative works were conducted from Jorhat. In 1935, a Tashildar office was established at Kamalabari, Majuli. In view of the fact that Majuli is geographically isolated, in 1973, all the administrative works of Majuli were entrusted to an Extra Assistant Commissioner and the office was run through the Block office at Kamalabari. On 26th January, 1979, Majuli was declared as a sub-division following the Kohli Committee’s recommendation. The office of the Sub-Divisional Officer (Civil) was run from the office of the Block Development Officer (BDO) at Kamalabari. On 17th September, 1983, the then Chief Minister, late Hiteswar Saikia inaugurated the permanent SDO office building at Garamur.

The late Karko Doley was the first Member of the legislative Assembly (Nominated) from Majuli. In the first Assembly elections, in 1952, two MLAs were elected from Majuli, namely, late Nilomoni Phukan from General Constituency and late Ramnath Das from the SC (Reserved) Assembly Constituency. The Majuli Assembly Constituency was included under the Jorhat Parliamentary Constituency from 1952 to 1977 and in 1977, the Majuli Assembly was included under the North Lakhimpur Parliamentary Constituency.

Thus, Prior to Independence, all administrative and developmental works were conducted through the Tahsildar Office at Kamalabari and there was only one police station at that time- the Kamalabari Police Station.

After being declared as a civil sub-division under the Jorhat district, a number of important offices were established at Majuli, which are located at Garamur, the sub-divisional headquarters and Kamalabari, around 4 k.m. from Garamur.

The Sub-Divisional Officer (Civil) is the administrative head of Majuli. She/He is assisted by EACs, including the Election Officer, Majuli.

The Police set-up in Majuli is headed by the Sub-Divisional Police Officer, (SDPO), Majuli. Majuli gas three (3) Police Stations: the Garamur Police Station, the Majuli Police Station and the Jengraimukh Police Station. There are two Police outposts: Bongaon Outpost and Dakhin Majuli Outpost situated at Nimati Ghat outpost in Jorhat.and one Patrol Post in Nayabazar.

There are twenty Gaon Panchayats (GP) in Majuli, twelve of which come under the Majuli Development Block and the remaining eight under the Ujani Majuli Development Block.

The Gaonburahs keep in Constant touch with the administration. Similarly, the Village Defence Parties (VDPs) maintain close links with the civil and police administration.

8) POWER AND ELECTRICITY IN MAJULI

a) Tower line at the Khabalu Ghat over the Subansiri would be installed.
b) From the Luit River, 33 KV/11KV S/S Garamur, 33 KV pole maintain line would be renovated.
c) Another 2.5 MVA power transformer is required due to load increase. The existing 2.5 MVA transformer is already over-loaded.
d) 33 KV/11KV control room would be well-equipped with operating equipment. The present conventional-type fusing system is very dangerous for the personnel working there.
e) A separate Bongaon 11 KV feeder from swich yards is required due to the burden on the Jengrai feeder.
f) The Kamalabari 250 KVA transformer would be shifted to Kamalabari Chariali to centralize the load as well as to ensure the improvement in voltage.
g) Due to the overloading of the Kamalabari 250 KVA transformer, another 100 KVA transformer would be installed at the existing substation.
h) About 300 joist poles would be replaced.
i) Inspection drives would be carried out at regular intervals to detect and prevent cases of power thefts.
